It sounds like the report assessed by 20th, then ,Biden and Harris responds no later than 45 days later. I would expect them to give the response before 45 days, like if they announced that Harris won, and she will assume her responsibility on Jan 20. Correct me if misinterpreted.

To the best of my understanding there is no actual mechanism or system of law in place to accommodate such a demand; as such the likelihood of a comprehensive audit is next to zero at this point in time.
The current situation is unprecedented and in so far as known problems go our arrival to this point in time is not a mystery, and the current occupants of the White House have their hands full with one of the most complex problems imaginable.

As for a legal way forward for Harris to assume the Office of the Presidency, I cannot say with any definitiveness whether or not there is a legal pathway; that being said I see no reason why given the extraordinary circumstances that currently exist, coupled with Trump's near absolute resistance to abiding by any and all normative practices associated with the transfer of powers and what might be a surprise EO 13848 assessment of the 2024 national elections making an appearance before January 3, 6, or 20, 2025 that might possibly provide the impetus needed to deny Trump and the Republican Party any entrance to the White House and perhaps creating a genuine national emergency situation that would result in the current 46th Administration to continue in power until such a time as the national emergency is declared over.
I admittedly did not read the full article (too tired, too complicated for me right now) but I appreciate the effort to get us this information. Part of the reason I couldn't finish the article is it is too depressing to think that there is no legal way for her to become president. My understanding is limited but deadline for assessment was up on Dec 20th and the next 45 day deadline to report on that assessment is Jan 27th, after inauguration. I would have thought that we would have heard something before Dec 20 if an assessment was being done. I've been bothered by the silence of the Dems and had hoped that it meant an investigation was going on behind the scenes, but now I doubt it.
I just know my daughter and son in laws ballots should never have had the presidential candidate box change after they had picked Kamala to tRumk . .they voted different days different times yet same exact thing happened on their electronic ballots in Benton Co , Centerton Arkansas. Sure it was a red state but when they both figured out what had happened it's pretty obvious something wasn't honest in Arkansas. Had they been elderly or disabled they never would have caught this weird anomaly. They didn't even realized it happened to both of them until a dinner on 11-11 . They did report but ...and had their votes checked but this point ...this wAsnt just coincidental obviously or our elections are not trustworthy.

1-This question focuses on uncharted waters; I am inclined to think that if Trump is in some way denied the electoral votes needed to be recognized as the POTUS that the Biden Administration will have cause for declaring a national emergency, probably in connection with the EO 13848 assessment results, that would allow the 46th White House Administration to continue managing the Federal Government.
